Is SOLAS/MODU/SPS mandatory? What's the relation between them?

Recently, I meet A wind farm installation unit owner, the unit is flag in China, and classed by CCS. Then he asked me , the unit is operation in Chinese territorial  water and exclusive economic zone. Then the unit is consider as domestic or international voyage? We have some discuss, and then I am confusing. For ships flag China, there are ships domestic sea-going and ships international sea-going, which meas the ships international sea-going must satisfied the IMO's convention and codes. and then the 2nd question is coming, what is international voyage?  The ship is sea-going to international water?
The owner asked if the ship was designed/construction as International voyage, but the ship is sea-going within Chinese territorial water, then the ship can only satisfied Chinese domestic sea-goingn regulation is engough?
I consider and replied : No. The ship was designed/construction as international voyage, and certified/classed as ship satisfied the IMO convention by CCS and MSA, then the ship should always satisfied the IMO convention and class rules continous, it means a safety level. It not means the ship can change the safety level when the ship sea-going in Chinese territorial water, that's means the the safety level reduced.
Why we have this topic? The reason is the wind farm installation unit is consider as MOU,mobile offshore unit, as defined in SOLAS. but some chapter of SOLAS is not applied to the MOU, but the MODU code is applied to MOU.
Why? Why SOLAS not applied? Why MODU code applied mandatory?
And what is SOLAS, why SOLAS mandatory?

The titanic sunk in 1912 april 14th, she struck an iceberg, on her maiden voyage, more than 1500 people died, it's a disaster very famous and well known worldwide.
Then the major shipping countrier cosiderd make an international standard to increase the safety level, so the fisrt SOLAS was adoped and 1914,the first international convention on safety of life at sea. It's already 100 years ago , today you can still read on line, it is writer by french and english.

这个“铁达尼”确实是个好样板,改变了人类的航海规则,拯救了无数人的生命。

长城就不要翻了,《中华人民共和国计算机信息网络国际联网管理暂行规定》第六条、第十四条。条例显示:计算机信息网络直接进行国际联网,必须使用邮电部国家公用电信网提供的国际出入口信道。任何单位和个人不得自行建立或者使用其他信道进行国际联网。
很多人已经被警告了

The law required:
第七条
我国境内的计算机信息网络直接进行国际联网,必须使用邮电部国家公用电信网提供的国际出入口信道。
任何单位和个人不得自行建立或者使用其他信道进行国际联网。
"Law was not forbiden that means allowed. Law never say which website outside is forbidden. Law never say not allowed flip the greatwall. I visit website just for work not for political and still use the 信道 which supplied by CMCC/CTelecom.  IF follow the law, then VPN and proxy agent function shall be forbbiden.

STATUS OF IMO TREATIES Not every country signed the treaties, and not treaties applied to every country's ship. You need check the status from IMO website.
So if you ask question, please tell others which flag and which class, the requirements maybe various.

China signed the IMO convention 48 to became member. And China signed the SOLAS 74/78/88, so they apoped and applied to China flag ships. But SOLAS Agreement 96 still not apopted by China and most countries except the west&north european country.
So the SOLAS is mandatory.
But it not means every chapter applied to the everytype of ships.

CHINA MSA translate as" 本规则各章适用的船舶种类与适用的范围,在各章中详加规定。”

So according to SOLAS, the wind farm installation unit was class and certified as MODU by CCS, also need follow ISM code.
CHAPTER IX MANAGEMENT FOR THE SAFE OPERATION OF SHIPS
Regulation 1 Definitions
For all ships as defined in regulation 2

For the purpose of this chapter, unless expressly provided otherwise:
1   "International Safety Management (ISM) Code" means the International Management Code for the Safe Operation of Ships and for Pollution Prevention adopted by the Organization by resolution A.741(18), as may be amended by the Organization, provided that such amendments are adopted, brought into force and take effect in accordance with the provisions of article VIII of the present Convention concerning the amendment procedures applicable to the Annex other than chapter I.
2   "Company" means the owner of the ship or any other organization or person such as the manager, or the bareboat charterer, who has assumed the responsibility for operation of the ship from the owner of the ship and who on assuming such responsibility has agreed to take over all the duties and responsibilities imposed by the International Safety Management Code.
3   "Oil tanker" means an oil tanker as defined in regulation II-1/2.22.
4   "Chemical tanker" means a chemical tanker as defined in regulation VII/8.2.
5   "Gas carrier" means a gas carrier as defined in regulation VII/11.2.
6   "Bulk carrier" means a ship which is constructed generally with single deck, top-side tanks and hopper side tanks in cargo spaces, and is intended primarily to carry dry cargo in bulk, and includes such types as ore carriers and combination carriers. *

According to ISM , the wind farm installation unit shall hold DOC and SMC. As we known for the domestic sea-going ship, there are NSM issued by CHINA MSA.Then strange thing happened, a ship management company have a NSM DOC of other cargo vessel which issued by China MSA became ship management company of this wind farm installation unit's management company without ISM DOC, and the CCS issued the NSM SMC for the wind farm installation unit. How stupid they are?! not only this one, but also others. All the MOUs flag China, have this serious mistake, except COSL.

Why CHINA MSA issue the minimuim certificate which not followed the MODU?

Why CHINA  MSA consider MOU as cargo ship? How stupid they are!
